Actually Windows is capable of working without any messing around 
making a local copy, which can cause all sorts of problems.

Everything in the "profile" has a registry key telling
Windows where to look for it. 

Problem is that using a local copy was a design assumption.

It looks very much like something designed for standalone/
workgroup systems which has been hacked to be used on
client/server networks.
