I don't know about VeryNice, but here is a script I wrote to kill
user processes.  Go here

and scroll down toward the bottom til you find 'kill.pl'.  Season to
taste.  

You could add logic to check for certain types of processes against 
the list of who is logged in, then kill those, or send email to 
someone to check.  Sort of a grim reaper cron job.
