It is probably almost impossible to regulate the bandwidth of on a
per workstation basis, since the workstations don't surf the net, the
server does. It might be done on a per user basis, but how would we
know if that is necessary? How much bandwith does the server have to
the internet? What is the surfing habits of the users? That kind of
information is necessary in order to answer you question.
