How skilled are you? If you want really small, consider starting with
tom's root boot disk (or other floppy based distro) and add in NFS
yourself.  If you really want to get the size down, try a LFS install. 

Short of doing something like that, almost any distro these days can be
configured at install to only put in the packages you need.  For
example, in RedHat, you just dont select any of the groups, select
"individual package selection" and uncheck just about everything, select
your NFS stuff, and let the dependency check fill out the rest.
