[K12OSN] iptables and transparent redirect

Hello!

I am running squid and squidGuard on a proxy server to meet CIPA 
requirements.  It has gone well with ipchains, but I am now in the process 
of switching to iptables.  How can I have a transparent redirect with 
iptables, similar to what I do in ipchains with:

/sbin/ipchains -A input -p tcp -s 10.1.1.0/24 -d 0/0 80:80 -j REDIRECT 3128
