[K12OSN] Custom Mandatory desktops?

How can we configure gnome to have one standard desktop that the users can
not change?

Is there some utility that lets us customize the desktop menu for different
groups?

ie, teachers should get grade book on their menu, but not students? and
neiter really need to see the server tools.
