Apt is *very* *very* picky. Even the slightest little irrelevant 
anomoly and it will refuse to run without a "force" flag being set.

It is the classic "geek friendly" vs "user friendly" issue.

Yes, thanks to everyone at Red Hat, LTSP, and all of you here that
