The way I see it you are trying to get dhcp for win 98 from LTSP

I think your setup should be somthing like:
    ++++++++++++
    | Win98 1            |------------|
    ++++++++++++                   |
                                                  |
     +++++++++++++                |            ++++++++
    |Win 98 2              |-----------| -------| switch 1  |      ISP -->
    +++++++++++++                 |            |+++++++|  ( get dhcp from ISP )
                                                  |
   +++++++++++++                  |
    | LTSP server      |  ----------^
    | eth 1 ---------> |
    | ____________ |                                                diskless work stations
    |                          |                      |+++++++           xxxxxxxxxxxxxxxxx
    | eth 0 ------->   |  ----------- >| switch 2 |------>| ws 100.. through ? |
   +++++++++++++                     +++++++           xxxxxxxxxxxxxxxxxx
                                                                                 get dhcp from LTSP server
