You still only need two nics, provided that your cable modem and T1
modem both have ethernet spigots on them.  Your external NIC would sit
on a network with three nodes: itself, and the two modems.

The next thing you'd need to do is setup dynamic routing.  I don't know
how to do this myself, but I believe the answer may involve the "routed"
daemon (pronounced route-dee).  I'm pretty sure there's a routing howto
out there too... wait... nope.  There are several routing howto's. 
Google for "linux+routing+howto" and you'll get more relevant links than
you can shake a stick at.

You may also wish to establish some static routes.  For instance, if you
use an external server for SMTP (sending email), it will likely only
accept connections from inside its network - in other words, if your
cable ISP is providing SMTP for you, you have to go through the cable
modem to send mail.  But having not read the routing howtos, this may be
completely unnecessary.

When we switched ISP's we had both for an overlap period.  I established
static routes for this very purpose.  As people changed their SMTP
server settings in their email software, the traffic automatically went
out the correct interface.  It was pretty cool.
