There were two cases against Microsoft, one civil suite and one a
criminal suite. Microsoft was found guilty in both.
As part of the settlement for the civil case MS wanted to give a free
lease of software to poverty schools for 5 years. (My understanding is
that after that they had to pay for it.)
Judge Motz said, "to put it bluntly, in the words of the opponents of
the proposed settlement, the donation of free software could be viewed
as constituting 'court approved predatory pricing.' "
