On the server, try this:


   netstat -an | grep ":67 "

and see if it produces any output.  This will tell us if
dhcpd is listening on port 67.

Also, check your /var/log/messages file to see if any messages
are there, giving a clue to what is happening.

And, there's a troubleshooting section in the LTSP full docs
on the LTSP.org webpage.
