Just curios if you tried this monitor with any other machine or OS? 
 Other words, is it a known working monitor without issues?  If it is 
indeed a known working monitor then as Don mentioned xvidtune will help. 
 If it doesn't work on any other machine or OS, then you could have an 
internal pot that is out of adjustment.  Over time they can loss there 
settings with moving -n- such especially if lock tight/glue is not used. 
 This can also be caused by the manufacturer using cheaper components 
that over time can actually lose/change tolerances due to heat, dust and 
environmental changes thus needing tweaking.  :(

Even though you may not have external knobs for tweaking  H-size, even 
if  its an older monitor, you'll have an internal pot for adjusting it. 
 I'll worn you though, if you haven't worked on the internals of 
monitors before I would proceed with caution.  High Voltage 
transformers/Fly-backs and capacitors can still be charged even if the 
monitor is/has been unplugged for a while.  Usually, this doesn't stop 
one from tweaking a pot with a non-conductive screw driver.  But still 
if a Fly-back discharges on you, you'll get a jolt of around  110,000 
volts.  This is enough to knock you for a loop.  :/

If you find that this could be the problem and you want to venture into 
it.  Keep this in mind,  the circuit boards with the pot's on them have 
#'s and labels that depict what the component is and does.  They are 
usually done in a fashion that even a novice can decipher.  Meaning, you 
may find your pot to be labeled h-s, h-size or horz-s......... Kind of 
hard for me to tell you exactly since every manufacturer uses different 
labeling schemes.  Regardless, my words of wisdom on tweaking is to 
insure you know the position the pot was in before you start tweaking so 
you can revert bake if needed.
