OK one way i just looked at is with kmail.
you go Settings > Configure kmail (in the menues)
Then click the network section
Then click the receiving tab.
Then Add > select local mailbox then change the mailbox location. Normally
/var/spool/mail/user_your_logged_in_as
to the /var/spool/mail/user_you_want_to_spy_on_mail.

Tips: make a new folder and use the folder option to put the emails in a 
seperate folder so you know what they are....

BE WARNED! this will DELETE the mail from the spool after readin and store it 
in kmails private email folder. meaning it cannot be accessed by the original 
user again. (the original user wil have an empty spool waiting to be filled 
up by incomming mail.)
