Yes, you can connect one client to the server via crossover cable. 
That's a good way to rule out problems with your network.

Also, make sure DHCP is running on the server.  Run "service dhcpd 
status". You should get something back like "dhcpd (pid 1066) is 
running...", except the pid number will be different. If DHCP is not 
running you'll get back "dhcpd is stopped". If that's the case, you can 
start DHCP with "service dhcpd start".
